TSC Introduces New Allowance Kit For Teachers
The Teachers and civil servants who are serving under acting pacific as administrators will now start to get allowances for the period they are acting on the various positions.
Previously, teachers had been acting as school administrators under Senior Teachers, the Senior Masters, the Deputy Headteachers, the Deputy Principals, the Headteachers and Senior Headteachers, the Principals, and Senior Principals positions for many years without and they were finally not confirmed to the new position and without any remuneration.
It is such a big reprieve for those who have acted for more than six months following the rejection of a Bill denying them allowances,hence terming such a proposal as unfair labour practices and discrimination.
According to the National Assembly Labour Committee in a report on the Public Service Commission (Amendment) Bill 2023 ,there is need to review it since it against the Constitution on the Employment Act.
According to the committee ,it is recommended that the longest an officer can serve in an acting capacity is 12 months before the position is declared vacant and competitively filled.
As per to Section 37 of the Employment Act, No. 11 of 2007 , the law recognises the concept of Appointment of an Employee in an Acting Capacity .
