TSC Sensitive Powers List Transferred to Education Ministry.
There has been a number of changes that have been effected in the education sector among them the transferred powers from the Teachers’ Service Commission TSC to the Ministry of Education.
In the latest changes , the Education ministry officials in counties and sub-counties will now be in charge of managing teachers who are recruited by both the county government and well as the the Teachers Service Commission TSC
Most of the above changes are clearly presented in full in the report of the Presidential Working Party on Education Reforms (PWPER).
The PWPER report came out to the public at State House on August 1, 2023 and was presented to President William Ruto by Prof. Raphael Munavu.
According to the report, here is a number of powers that are now expected not to be with TSC ;
1.TSC will no longer be an education sector regulator
At the moment, TSC serves as both an employer as well as an regulator in the field of education.
In the new changes , the Taskforce has now given a proposal on the creation of a new regulatory agency known as Kenya Professional Teaching Standards (KePTS).
2. TSC will no longer be in charge of Quality control
It was realized that the Ministry of Education and the TSC were doing the same quality assurance tasks for instance assessment of educational standards as well as preparation for those who wish to become teachers monitor them .
This means that all the TSC staff members who work in the quality assurance division for example the Curriculum Support Officers (CSO) will now be transferred to the Ministry.
3. TSC will no longer held Principals and head teachers accountable.
The teachers employer is currently responsible for holding the school heads accountable. With the new proposal, the commission would only be responsible for hiring and deploying staff.
In the newly TSC transferred powers to ministry, the school heads will act as the Ministry’s representatives when managing the institutions,thus making them answerable to it as authorized and accounting officers.
4. TSC will no longer monitor Competency-based curriculum (CBC) and other educator education
At the moment, the teachers’ employer is in charge of retraining instructors for CBC. The new changes suggest that the Ministry take over the responsibility for everything.
5. TSC will no longer do Transfers of Teachers
The education taskforce committee recommended that this be done together with the Ministry of Education
Now TSC will need to get authorization and consent before moving a teacher .
The transfer of head teachers and principals will be done by a special committee.
6. TSC will no longer be dealing with Cases involving teacher discipline
7. TSC will have no powers on Promotions for teachers.
