Remedial teaching should not be provided to all learners
The current Basic Education Principal Secretary Belio Kipsang has again announced ban on extra/ remedial teaching that most heads of primary and secondary schools are currently practicing.
According to Dr Kipsang , the eight school hours that were provided by the Basic Education Regulations 2015 stipulates for the curriculum delivery process which are enough basic education institutions for them to enough to cover the syllabus.
Remedial teaching, is part and parcel of the curriculum delivery process. Under other educational jurisdictions, the issue of remedial teaching is designed to help students who fall behind in their studies or have difficulties learning a particular subject matter or subjects.
Remedial teaching should be confined to learners/students who exhibit weaknesses that make them lag behind their classmates in the normal learning process. Such students must be listed and the list filed with the principal and the deputy who is in charge of the curriculum in the school.
According to the ministry of education, absence of professional remedial teaching as universally envisioned, most schools risk moving students from one content to the next without fully mastering the knowledge,basic skills, some attitudes or behavioural patterns that are inherent in the content.This causes the learning gap that educationists and policymakers talk about.
The ministry defines learning gap as a a discrepancy between what a student has learned and what a student was expected to learn by a specific point in their education.
The education ministry has directed that 8am and 3.30pm school hour system which means that this school hour system is replicated in nearly all other educational systems globally.
Note that school hours provide breaks in learning—time for rest, time for lunch and recreation during the day and for weekends plus other school holidays.
In reference to Section 84 in the Basic Education Regulations of 2015 which provides policy direction on school hours, it should be understood that it remains a violation of the official school timetable as stipulated in the policy .

The above policy led the ministry to ban extension of the curriculum delivery outside the stipulated school hours in the 2008 Circular on Tuition and Mock Examinations.
Any institution found conducting remedial teachers will face the full force of law.
