Parliament Suspends Report on Education Reforms.
The members of the National assembly Parliament have halted the implementation of the new report presented by the presidential working party on education reforms until further notice.
According to Moses Wetangula, Speaker of the National Assembly,it was unlawful to implement recommendations without parliamentary approval as per the constitution requirements.
The speaker clarified that the role of MPs is to legislate,ensure necessitating of a debate as well as approval in Parliament before any recommendations can be implemented on the Kenyan citizens.
Wetangula said that nobody not even a minister of government can purport to make law or do things that appear that they have made law because they cannot make any law without Parliament .
The CBC challenge was raised in Parliament by Emuhaya MP Omboko Milemba, who gave an highlight that the recommendations had sparked disagreements among stakeholders in the education sector, among them the Ministry of Education, the Teachers Service Commission (TSC), and various unions.
Equally he added that the recommendations that the Ministry of Education reveals on the the grades for pre-service teachers do jeopardize TSC’s mandate as provided under Article 237 (3) of the Constitution.
He added that the presidential working party also proposed that the Ministry establish a comprehensive school system,hence managing all levels of learning as a single institution and thus contradicts the Constitution.
Additionally, the working party recommended that the Ministry hires special needs staff for institutions,and that is expected to interfere with TSC’s mandate.
Milemba proposal garnered support from fellow MPs upon affirming that the recommendations must be presented in Parliament as a formal bill.
The National Assembly Majority Leader Kimani Ichung’wah further expressed his intention to consult with the Education Ministry and deliver a report to Parliament.
Among the initiatives that have been put into action based on Prof Raphael Munavu-led task force report include:
- The relocating Junior Secondary School from high school to primary school that is currently facing a number of challenges.
- Introduction of a revised grading system.
- The implementing a fresh funding approach.
- The new rationalising new learning areas.
